Congratulations to sociology major Carla Vásquez-Noriega, who receives the 2015 Mildred Priest Frank Memorial Prize for best senior essay. Her project examined the Section 8 Housing Choice Voucher (HCV) program created in 1974 to help low-income families afford clean, safe, and suitable housing. Her paper asked whether or not the Section 8 program has lived up to its core goals of deconcentration within Los Angeles. She measured neighborhood diversity of voucher participants by combining data from the Department of Housing and Urban Development (HUD), rental listings, and by doing spatial analysis using GIS. Carla will work in Washington, DC at the Urban Institute after graduation.
